EU PPWR 2026: What Should Mattress Importers Review in Roll-Packed Packaging?
-
author

The phrase ‘vacuum compressed and rolled in box’ is no longer sufficient to describe a mattress’s packaging for EU orders. The Packaging and Packaging Waste Regulation (EU) 2025/40, or PPWR, started to be implemented across the EU on 12 August 2026 but not all of the measures will be in place at the same time. Some measures will be implemented immediately and others will be phased in over time, possibly by 2028, 2030 and beyond. As an importer, you will need to establish what materials your carton, compression film, mattress bags, labels and other packaging materials are made from and who is responsible for providing the necessary documentation. You will also need to control for any changes to the packaging in order to protect your products.
What Actually Changed for Mattress Importers in August 2026?
The PPWR now sets out a common framework for packaging placed on the market within the EU. Packaging is therefore a compliance matter as well as a matter for freight and product protection.
The application date is only the start of the timetable
This Regulation is to enter into force on 12 August 2026. Importers can only place packaging on the market, which complies with the requirements of this Regulation. Importers must check whether the manufacturer has completed the necessary conformity assessment procedure and drawn up the relevant technical documentation.
Not all design rules for future products are specified on this date. According to Article 10 new packaging reduction requirements will have to be implemented by 1 January 2030. The harmonized material composition label according to Article 12 will be introduced at a later stage in line with the implementing measures.
A supplier statement that packaging is “PPWR compliant” needs a follow-up question: compliant with which requirement and for which packaging component?
Clarify who is responsible for each packaging item
When placing an order for mattresses, it may include suppliers of cartons and film as well as the brand owner and the EU importer. It is essential to know who supplies what and who is responsible for conformity for each component.
This makes collecting documents much easier than asking one factory for a general Sustainability-Certificate.
Where Should a Roll-Packed Mattress Packaging Review Begin?
A rolled mattress can be packaged in a variety of materials which individually can have their own functions. Looking at the complete pack hides the individual functions of the materials used.
Build a packaging map before trying to reduce material
Outer carton, compression film, inner bag, straps, labels, inserts. For each of these items, list material, supplier or material code, dimensions, weight or gauge where appropriate and purpose. Corner and surface protection must also be listed.
This is different from adding filler to an oversized carton. The function of the film is being maintained.
This map also reveals many undocumented changes. A factory might change from a particular film grade to another or even add a sleeve to a mattress while the BOM for that product has not changed.
Check the packaging category before applying a rule
The PPWR provisions relating to packaging distinguish between sales, grouped, transport and e-commerce packaging. Importers must check how their normal packaging has been classified.
The distinction between types of packaging is also relevant for the rules regarding empty space. Article 24 sets a future limit of 50% for the empty space ratio for a number of specific types of packaging and Grouped Packaging, Transport Packaging and E-commerce Packaging in particular within a time frame to be set by the Article. However, sales packaging is treated differently.

Which Documents Should Buyers Ask for Before Shipment?
The packaging documentation supplied should reflect the exact version of documentation used for the specific order in question. A certificate issued against the packaging specification for a previous carton would be of little use if the material or supplier has changed since.
Connect documents to the approved packaging revision
Manufacturers have to perform the conformity assessment, draw up the technical documentation required for the packaging and complete the EU declaration of conformity as far as required by the applicable requirements. Importers must check some key points of this process before placing packaging on the market.
By listing the packaging specification with a revision number, the mattress buyer can manage this and ensure that the carton drawing, film, labels and approved protective materials all refer to the current version.
| Packaging Item | What to Record |
|---|---|
| Carton | Material/grade, dimensions, code |
| Compression film | Polymer type and agreed specification |
| Bags or sleeves | Material and purpose |
| Labels | Version and placement |
| Compliance file | Applicable technical documents |
| Changes | Date, reason, approval |
Treat substitutions as controlled changes
A carton board grade, film supplier, strap, or insert may be changed for availability or cost reasons. Those substitutions can affect both performance and compliance records.
Clearly outline on the Purchase Order which of the Packaging Changes require written approval and updated documentation before shipment.
How Can Importers Reduce Packaging Without Increasing Damage?
Packaging for rolled mattresses is now subject to reduced material use as defined by PPWR but still requires suitable packaging for storage and transport.
Remove redundancy before cutting functional protection
Oversized boxes often need to be filled with something to prevent a roll falling over. Carton dimensions need to be considered for such items and Article 24 treats the majority of filling materials as empty space when calculating the future ratio for relevant packaging types.
Compression film is different from other types of films as it is required to maintain vacuum or containment. Reducing the specification of such a film without validation may cause leakage or uncontrolled expansion.
The same rules also apply to the carton: light weight is only an advantage if the pack can withstand handling and is also stable in a stack.
Re-test the pack after a meaningful redesign
A smaller carton, thinner films or reduced packaging protection should be considered as a new packaging configuration.
Check the carton, seal, labels on the carton and mattress itself after opening the carton. The objective is to use minimal material to form an adequate packaging and not the lowest material cost.
What Should Be Added to the Next RFQ or Purchase Order?
The easiest time to collect information required under PPWR is prior to the start of production. Information regarding completed mattresses is only of value whilst they are still at production facility and have not yet been packaged for shipment.
Give packaging its own approval section
An RFQ can request a packaging BOM alongside the mattress BOM, including material type, dimensions, component weight where relevant, packaging classification, available conformity documents, and planned material changes.
Later deadlines should also be kept in view. Article 12 introduces harmonized material composition labeling on a later date than the rest of the measures, Article 10 sets out minimum requirements for the reduction of packaging from 2030 on, and Article 24 provides for future control of empty spaces for selected packaging types in Article 24.
It is not intended to predict all of the as yet unknown details of future implementation. The goal is to maintain complete packaging records so that the specification can be updated as needed without having to start from scratch.
Keep repeat-order packaging under change control
While the mattress remains the same, repeat orders receive less attention to packaging than new projects. The carton or film may be changed while remaining largely unnoticed.
Having a packaging change log, approved reference pack and a named person responsible for documentation helps to prevent drift and allows the importer to provide a clear reference to what was actually used in answers to compliance teams’ questions.

Need Support Preparing Roll-Packed Mattress Packaging for EU Projects?
Guangdong Qiangyi Intelligent Manufacturing Technology Co., Ltd. works with mattress brands, distributors, retailers, and project buyers that require different export and packing arrangements. Through its OEM mattress service, buyers can confirm construction, dimensions, branding, and vacuum-compressed or rolled packaging before production. The company’s quality assurance process supports material and finished-product checks, while its mattress product range includes models supplied in compressed formats. For EU-bound programs, packaging approval should now include material identification, revision control, documentation, and product-protection checks rather than stopping at carton size and freight efficiency.
Conclusion
While importers must treat certain future milestones as 2026 deadlines in their sourcing of mattresses, all future packaging related issues need not be treated in this same fashion. Map the components of packaging, clearly define responsibilities, connect any documentation with the approved pack, and control any substitutions to these components in order to make later issues related to labeling, packaging minimization, increased packaging recyclability and reducing empty space in packaging easier issues and ones that will not result in damaged or non-compliant goods being shipped as a result of packaging having been changed for cost reasons.
FAQs
1. Does PPWR already apply to mattress packaging in the EU?
Yes. Individual requirements are introduced on different dates. Therefore, importers need to check the respective timeline for the requirement in question in Regulation (EU) 2025/40 which starts to apply on 12 August 2026.
2. Is a smaller roll-packed carton automatically PPWR compliant?
No. Lower volume may improve packaging efficiency but compliance depends on packaging material that is applicable, sufficient documentation, labeling, recyclability and last but not least on economic and operational requirements of the operator.
3. What should an importer request from a mattress supplier first?
Start with a packaging component list covering cartons, films, bags, straps, labels, and protection materials, then connect those items to the available technical and conformity documentation.
4. Does the 50% empty-space rule apply to every mattress carton in 2026?
Note 24 is later than Article 24 and only applies to certain types of packaging. It is therefore necessary to first determine how the packaging is classified and then apply an internal limit.
5. Should a carton or film supplier change trigger a new review?
Are packaging changes considered changes that affect material, performance or compliance evidence? Packaging substitutions should be documented and approved prior to shipment, not discovered during final inspection.
